Can John McCain Close Gitmo?

++John McCain had told President Obama he would assist in closing Gitmo if the President came up with a plan. The President did and John McCain put forth a amendment in the National Defense Appropriations Act which would allow for the closing of the facility. The amendment had overwhelming bipartisan support but the Republicans were naturally split. 

++Jim Inhofe added amendments that would allow Congress to oversee every step of the way and prohibit inmates being shipped to the United States for medical care.
