Josh Marshall wants you to know that Congress can pass laws modifying executive orders and so far this congress has been compliant. Marshall points to Trump as unpopular,his policies unpopular, and his personality unpopular. The Democrats have the high ground and must press now and in the election within two years to correct these disasters.
