As a former member of the Commission ,this act by the United States is beyond foolhardy. The IACHR was one of the few institutions in the hemisphere devoted to democracy and human rights.
When I was on it,it did a report on the entire government of Chile under Pinochet,the situation of Castro's Cuba,the disappeared in Guatemala and the political prisoners in El Salvador as well as the situation of the Miskito Indians in Nicaragua.
The staff was one of the most devoted and thorough investigators of human rights I have ever met.
This move followed another insult. The State Department held the annual summit for Africa for the NGOs. Except this year,unlike the Obama summit which I had participated in,there were no Africans allowed to attend. All those preparing to come were told they would not be admitted to the United States.
I can imagine the feeling of those seeing the NEH being closed out. America is in the eclipse.
