I HAVE A HUMBLE IDEA.

We never paid attention to House Rules before even though Paul Ryan has been speaker of the house. But this Congress seems like he has lost control of his caucus for real. 

The first glaring Rule is to revive an 1872 law that allows a single congressman to go after an individual government employee they don't like and force them to accept $1 in pay. The civil service unions have said this is an attack on the civil service. I don't know. It is just strange. 

Another strange Rule is changing federal land rules. Bob Bishop,the House Natural Resources Chairman is pushing to transfer large tracts of federal lands to state and local authorities because he argues they would be more responsive to local residents and,of course,the private sector. 

The way it works now is that any transfer of land that generates revenues for the United States has a cost. So if youn transfer land to a state , you have to make up the cost.

Well, Bishop changed that so that any transfer would not be considered as a budget item. Rep.Grijalva of theProgressive Caucus said it was the GOP's way to give away federal lands for free and pretend it has no value.

I warned everyone that this was part of the GOP political platform to advocate the ,assize transfer of federal lands to the states for their being gifted to oil and mining companies. It's sort of like Yeltsin giving away state enterprises in the last days of the Soviet Union.

Now my idea is this: We have been subjected to several crazy ideas this week. Forget the politics or ideology, these ideas are nuts. So I propose once these surface the Democrats should generate a recall campaign--Simply you deserve a real congress critter, not a nut." At any given moment you can mount recall moves against at least Three dozen sitting House members. This may daily more times than not but it will get the attention of the press and social media that some people won't tolerate buffoonery.
