I think the case of Ben Ward triggered the larger probe. Ward turned off the valves in various pipelines and was brought to trial on vandalism but in his trial he pleaded this was his nonviolent protest against climate change. The judge refused his request to bring climate scientists into testify. At the end it was a hung jury.
