President Obama used a 1953 law to ban drilling in the Arctic and the Atlantic Ocean. The reason is that Trump can't reverse it without going to congress.
Perhaps more important was that it was taken in conjunction with Justin Trudeau who banned drilling in the Arctic along the Canadian coastline. So it really is a much bigger deal than covered.
