Tillerson signed a $500 billion oil development deal with Vladimir Putin that would allow drilling in the Arctic and partnerships with the entire Russian oil industry in anywhere they drilled. He completed the deal while in Moscow the days after Obama put new sanctions on Russia after their annexation of Crimea. He was awarded the Medal of Friendship by Putin himself.
