Yes,only 37 votes would deprive Trump of the presidency. The group of Republican electors now stands at about 15 who will not vote for him. Trump has threatened the renegade electors with the PICO act, which is a law against racketeering.
The reason the term Hamilon electors has emerged is that Alexander Hamilton wrote that the electoral college would prevent a Trump-like candidate and that electors could vote their conscience if the candidate was in the pay or receive payment from foreign power or entities,was seen as a threat to the security of the United States or was morally unfit for the office.
Seems Trump hits the trifecta. Lawrence Lessig at Harvard Law said that he will provide legal advice for free to those electors who would face fines or charges for voting their conscience.
