The Trump administration sent Secretary of Mattis around Europe to assure American allies. Yesterday Pence was sent to follow-up.
Reuters reports today that John McCain started at the Munich Security Council and has been trailing Mattis, saying that the General Flynn episode should tell all Europeans that the Trump Administration is in total disarray and is dysfunctional.
