Celebrate Ronald Reagan's Birthday

After watching the Senate Debate, which is like watching sausage being made, I think they should celebrate the Gipper's Birthday by restoring the top tax rate to 50% as it was during his term. He brought Jimmy Carter's 69% to 50%. Today, it is a measly 35%. Let's win one for the Gipper. And restore some fiscal sanity.
