Brennen argued that breaking the Iran nuclear Pact would stimulate a weapons program in Iran and also other Arab states would be obliged to follow.
I would argue it was a pact among many nations. A unilateral act by the United States would not be reciprocated by other countries. And the USA would be faced with having to enact sanctions against European banks and businesses--which is unlikely.
