PLEASE EXPLAIN THE CONCEPT: ABORTION ON DEMAND

++Trump said today that Hillary Clinton was for "abortion on demand". I've heard this phrase since Roe v. Wade from the Right and it still doesn't make any sense. I could go off on a riff about its goofy meanings but it doesn't doesn't make a lick of sense.
