Both men think the AUMF of 9/11 vintage doesn't adequately cover our multiple wars in the Middle East. So they want congressional approval of these acts.
To actually fight against the Syrian government requires congressional approval or it is an impeachable offense. Obama felt this way on Syria --the impeachable matter.
