The Paris Accords was one of the truly great achievements of American diplomacy. To gain a global agreement about anything is amazing. It took three years of negotiating at the regional, bilateral and multilateral levels. It still is one of President Obama's great achievements ,which is the reason Trump disowned it. But it remains.
President Obama reminded us that without American leadership,states and region have already made the decision for a low carbon future. As the President of GE said it will have to be business not government that must lead. Or someone like Jerry Brown and his Northwest initiative.
But my question is why would anyone want to cooperate with the United States? The pushback on this will be terrific--on multilateral coalitions to fight terrorism for instance. Why should I risk something when you don't have my backs.
